Local councils, unlike principal authorities, are not required by law to adopt a constitution. However they do need to adopt Standing Orders and Financial Regulations and to have other governing documents such as a Member Code of Conduct and a Publication Scheme.

Anglesey Parish Council has reviewed its primary statutory governance documents which it will publish along with a number of other, voluntary, policies/ protocols etc aimed at increasing the transparency of its business. The purpose is to enable local people to understand how their Parish is being governed and how they can become involved in the decision making. 

Similalrly there is a requisite for Council to publish its financial statements. This is done in an Annual Return including both internal and external audit reports. The Council's financial year runs from 1st April to 31st March and the return is referenced by the year in which it ends.
